TL;DR: the EPO technology transfer study, October 2026
European research institutions filed fewer than 8,000 European patent applications in 2025, down from 8,138 in 2023. They now own more of their inventions directly, and in 2025 they accounted for 34% of European-origin applications in biotechnology, 29% in quantum technologies and 26% in pharmaceuticals. Around 90% of the 809 TTOs analysed are small or mid-scale. The median office has 6.7 full-time staff and creates about one new spin-off every two years. Small offices handle individual inventions as well as large ones, but larger teams are linked to more spin-offs and licences. In interviews, 19 of 22 offices named IP co-ownership or negotiation as a problem. For founders, the practical lesson is to settle who owns what, including CAD files, drawings and know-how, before money and partners arrive.
Proof of who created each design, from the lab onwards. CADChain registers CAD files on a blockchain with tamper-proof timestamps, encrypts them and logs every open, edit and export, so spin-offs, universities and partners can see who made what and when.
